IBON Primer on Climate Finance
Clearly, poor people in the developing world who contributed least to climate change are also the first and foremost affected by it. Significant financial and technological support for both adaptation and mitigation would have to be generated, especially for developing countries and vulnerable communities who are worst-affected yet lack the capacity to adapt socially, technologically and financially. Addressing climate change would require grassroots-based national strategies as well as long-term international cooperation. In turn, this would entail equitable, effective and participatory institutional arrangements and processes for ensuring that financial flows truly benefit the most vulnerable communities as well as the global environment.
