The Nagari Community, Business and The State : the origin and the process of contemporary agrarian protest in West Sumatra, Indonesia
This is a remarkable book, a forensic examination of agrarian conflict which exposes with great clarity the crisis facing indigenous peoples in Indonesia today. Based on careful research in five different self-governing Minangkabau communities (nagari) in West Sumatra, the study situates present day conflicts between rural communities and palm oil developers in their historical and institutional context. The author shows in detail how national laws and policies favouring large-scale highly capitalised development have marginalised Minang communities and disempowered their own decision-making structures. Despite these impositions, and systems of land tenure and administration which have denied the validity of customary law, communities persist in challenging the expropriation of their ancestral lands. Yet while land conflicts underlie these struggles, communities have mainly been concerned to improve their livelihoods and regain control of their lives.
