Endowed with a coastline of 1,760 km, Sri Lanka has a vast potential for the development of marine fisheries, as a source of food, employment and foreign exchange. Yet, Sri Lanka's. fisheries remained a subsistence activity until the time it attained independence in 1948. The state, which only carried out a regulatory role until such time, assumed a more reformist role since the conclusion of the war, and the 1950's, 1960's and 1970's saw a high degree of state involvement in fisheries development, by way of mechanising traditional crafts, introducing new mechanised crafts, and new fishing gear and techniques.
