This Manual aims to equip legislative drafters with the conceptual tools and techniques they need to draft legislation to foster good governance and development. Like other drafting texts, it provides instruction in the tech- niques of the drafters' craft, especially the linguistic practices essential for writing bills. Unlike other texts, however, it emphasizes that a drafter must attend not only to a bill's form, but also its substance. Other texts usually acknowledge that a drafter has an important function in helping to shape a bill's content.
