Reality of Aid 2004 : Asia report
Since 1992, the Reality of Aid has monitored how aid and development cooperation policy and practice match up to the challenge of eliminating global poverty. When Reality of Aid started, only NGOs in OECD donor countries were involved. The Reality of Aid now reports from a network of more than 40 NGOs in Africa, Asia, Latin America and OECD countries.
The Reality of Aid 2004 Report is composed of a very diverse picture on governance and human rights in international cooperation. But despite this diverse picture-a few clear messages come through loud and very clear
-The risk that aid is being diverted from the overriding necessity of eliminating poverty for the many to the narrow, and very probably illusory end, of promoting security for the few.
-The continued domination and mal-administration of global political and economic mechanisms by OECD countries, espe cially GB donors and very particularly, the United States.
-The Alice in Wonderland interpretation of good governance and human rights by OECD donors so that these terms mean whatever OECD countries want them to mean
This is the Asia edition of that report. It compiles a reproduction of the main report and the global data on aid performance besides reports from Asia Pacific and the Middle East.
This edition also includes a compilation of various reports relating to Japan Official Development Assistance. This year being the 50th anniversary of Japan ODA, the Reality of Aid Asia-Pacific network found it necessary to produce this Asian edition that combines both a discussion of Japan ODA with the thematic issues of governance and human rights discussed in the global 2004 Report.
