Thus in December 1993 the United Nations, affirming that conservation of biological diversity is a common concern of humankind, put into force the Conven- tion on Biological Diversity (CBD). The Philippines was one of the first signatories to this Convention.2
The CBD pursues three objectives: 1) conservation of bio- logical diversity, 2) sustainable use of its components and 3) equitable sharing of the benefits arising out of the utilization of genetic resources. To realize these objectives, the CBD Conference of the Parties in 1995 adopted the Ecosystems Approach as the primary framework of action. This was also to respond to declining biodiversity caused by human action and unsustainable development strategies that adversely af- fect the capacity of ecosystems to serve people's wellbeing.
